Capital Program Manager

SUMMARY:The Capital Program Manager (CPM) is responsible for the execution of program goals, which includes cost, schedule, and technology for the life cycle of the program. These goals would include using such metrics as Earned Value Management System (EVMS), Risk Identification / Mitigation and customer interfacing. The CPM is also responsible for the strategic business objectives of the programs and contributing to the goals of the Alexandria Sanitation Authority Strategic Plan.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Direct all phases of programs from inception through completion.
  • Responsible for the design management, construction management, and post-construction/start-up phase activities.
  • Extensive knowledge of contract development, design management, construction document reviews, cost estimating, CPM scheduling, managing construction bids, permitting, construction contracting, construction management, and claims resolution.
  • Coordinates with project team, City staff and contractor to ensure that the project scope is built according to plans, specifications, schedules, and cost limits.
  • Lead and manage highly skilled and matrixed teams, work with labor unions, ability to analyze and understand complex real estate and development transactions.
  • Experience interpreting, and applying laws, rules, regulations, policies, procedures, contracts and labor/management agreements.
  • Manage both the project budget and schedule while ensuring that the project meets all qualitative standards.
  • Lead construction coordination meetings with staff, management, consultants, maintenance personnel, other City departments, private partners and building officials.
  • Leads program reviews with senior staff to discuss cost, schedule, and technical performance.
  • Establish milestones and monitor adherence to master plans and schedules.  Identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Provide professional oversight, technical guidance, training and support to project management personnel.
  • Set expectations of a zero incident safety program and, in conjunction with ASA’s Safety Manager, manage all programs to achieve that outcome.
  • Working with the Safety Manager, implement the process for reviewing contractor safety performance against applicable laws, regulations, and local requirements, i.e. accidents, “near misses” and lost time events.
  • Develop and enforce policies, procedures, programs, standards, and design criteria affecting construction safety for multiple concurrent construction projects.
  • Participate in overall ASA marketing strategies and business planning in support of ASA initiatives and strategic business plans.
  • Prepare multiyer ASA capital planning documents and funding estimates
  • Attend public and ASA Board meetings.
  • Perform other duties as assigned.
  • QUALIFICATIONS:
    • Ten (10) to fifteen (15) years of experience in senior roles in construction and program management of capital size construction programs preferred..
    • Construction experience for projects ranging in construction value from $20M to $200M desired.
    • Highly developed business acumen.
    • Demonstrated commitment to develop, drive, and manage programs in a highly competitive market..
    • Excellent written and verbal communications, ability to present complex issues to multi-level audiences.
    • Ability to provide/reinforce the credibility and commitment of ASA at appropriate within the organization and community.
    • Knowledge of relevant industry practice and legislation. Knowledge of current trends within the industry and developments in legislation or regulation.
    • Excellent communication and written skills, including working knowledge of Microsoft Office products including Word, PowerPoint, Excel, and MS Project.

     EDUCATION:  Bachelor’s degree in Architecture, Engineering, Urban Planning, Construction Management or a closely related field, required.  Master’s degree preferred.  Professional Engineering (PE) license required.

Quality Assurance Officer

SUMMARY:

Responsible for all quality assurance requirements of the Virginia Environmental Laboratory Accreditation Program (VELAP).  Supervises the qualitative and quantitative chemical, physical, microbiology analyses of wastewater treatment for quality and process control. Responsible for validation and regulatory reporting of laboratory results. Develops and reviews quality control testing and quality assurance requirements on all analyses performed in laboratory. Works under the general supervision of the Quality Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Maintain ASA laboratory and contract laboratory data in Laboratory Information Management System in accordance with ASA program guidelines and requirements of state and federal regulations.
  • Maintain accurate and precise records of all laboratory test results.
  • Develop and provide accurate records for permit compliance reporting.
  • Develop, maintain, and implement the Quality System.
  • Develop/maintain analytical/monitoring procedures, and test methods.
  • Develop, maintain, and implement an approved ASA Quality Assurance Plan throughout the agency.
  • Develop and maintain analytical techniques to accurately and precisely track trends for quality assurance of ASA and contract laboratories.
  • Maintain records of relevant qualifications, training skills and experience of the lab personnel including records on demonstrated proficiency for each test method.
  • Develop and implement a program for verifying quality assurance requirements for all ASA field and contract laboratories.
  • Validate laboratory analysis data and prepare monthly evaluations of all quality control information
  • Achieve & maintain laboratory certification from the Division of Consolidated Laboratory Services.
  • Communicates regularly with laboratory technicians informally, one on one, and in meetings. Provides a sounding board for advice, guidance and support.
  • Review and update the approved ASA Chemical Hygiene Plan, Laboratory Ethics Plan and QA program.
  • Coordinate Lab Waste Disposal with appropriate ASA personnel.
  • Directs when necessary analytical procedures and tests to determine the pollutant characteristics or concentrations in various sample matrices.
  • Participate in special ASA, division or laboratory projects as directed.
  • Conduct research on new laboratory processes and procedures.
  • Continuously assesses and trains laboratory personnel on maintaining and improving quality laboratory practices.

 QUALIFICATIONS:

  • Five years’ experience in chemistry laboratory; experience in a water or wastewater laboratory environment preferred.
  • Knowledge of wastewater treatment procedures and practices.
  • Knowledge of all analysis for which the laboratory seeks certification or has been certified.
  • Knowledge of Quality Assurance/Quality Control procedures.
  • Knowledge in the Quality System of Chapter 45 of VELAP preferred.
  • Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo. This includes uses of chemicals and their interactions, danger signs, production techniques, and disposal methods
  • Knowledge of principles & processes for providing customer & personal services, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
  • Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to conduct analyses

Systems Integration Analyst/Systems Architect

SUMMARY:

The Systems Integration Analyst/Systems Architect is responsible to develop and implement an information technology model that supports the current and future needs of the Alexandria Sanitation Authority (ASA).  Also responsible for understanding the core business needs of the organization and find ways for Information Technology (IT) to support them.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Scan cutting edge technology for software and hardware solutions which support the core business functions of ASA and implement where applicable.
  • Recommend future computer system technologies that will improve efficiencies, internal systems integration and overall business operational effectiveness.
  • Understand what the core business needs of the organization and implementing IT solutions to service them.
  • Integrating IT solution systems for the business with existing systems or develop recommendations to replace or remove.
  • Develop and implement IT support of customer service and billing requirements.
  • Working as a team with the IS Manager, maintain acceptable levels of service for all end users.
  • Support plant and process automation systems.

  • Implement systems, network configurations and network architecture, including hardware and software technology, site locations and integration of technologies.
  • Monitor system performance; provide security measures, troubleshooting and maintenance as needed with other engineers, system analysts, programmers, technicians and managers in the testing and evaluation of SystemsID.
  • Consult customers, visit workplaces or conduct surveys to determine present and future user needs.

 QUALIFICATIONS:

  • Experience developing, implementing, and managing an IT strategic plan.
